Assigning ip-adres

I have assigned a user to the shared ip-adres of the server.
Now i want to change this because the user want's a own ip-adres (ssl-certificate)
How can i change this?

I own the server and i'm admin on this server.

in the user details page....click "modify user" button

I can only see the user current ip-adres and the server's shared adres (both the same).

When installing the server i did not own more ip's at the time.
Later i added those ip-adresses en now i want to assign one of those to a user.

As admin be sure the new IP# is installed and is set as assigned to the reseller under whom the account is set up.
