"Authenticate To Send Signals" - What does it do?

In Process Monitor, there's a button in the upper right, "Authenticate To Send Signals." What does this do? Are the processes shown supposed to be clickable or something?

But what does the "Authenticate To Send Signals" button do exactly? What is supposed to happen after you authenticate? What signals?

you need to be logged in as root to be able to manage output.
