Automating accounts creation

Hey guys, I'm about to rent a KVM service that comes with DA.
I need to automate account creations so started investigating about the API.

How do I set a skeleton so the accounts are created with predefined files and databases?

Files will be copied from /etc/skel to the home directory. But databases will have to be created with the API.

I'm doing some tests and content on /etc/skel is placed under /home/username/ when it should be created on /home/username/domains/domain.com/

Which is exactly what I said. I think there are ways to modify that.
