Bandwidth Calculation

hello,
How bandwidth get calculated for mails in directadmin.
If mail is rejected thorugh RBL does is calculated ib bandwidth.
If mail rejected due to unroutable addres, does it calculated.
When the bandwidth come into existence for emails ?

Rejected mail is NEVER accepted onto the server, therefore there's no bandwidth to count.
