BIG Mistake, I need help.

Well, call it frustration or say I am a newb. I deleted my private_html directory. I believed I could just creat a new one, but alas I was mistaken. As I am sure you all know, my web site gives the error message,

"You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.33 Server at www.mokgamerz.com Port 80"

Can some one tell what I need to do to create the directory, or fix the problem.

After creating it in the proper directory (e.g. /home/username/domains/domain.com/pubic_html)
Then chown it to user:user and chmod it 710
