It seems as if you're using SpamBlocker for your domain(s) but that it's not set up properly.
You can turn off SpamBlocker by just emptying the /etc/virtual/use_rbl_domains file.
But check first to make sure it's not a symlink to /etc/virtual/domains.
If it's a symlink, delete the link instead of emptying the file, or you won't get email for any of your domains.
You do not have to restart DA.
Based on the message, it appears that you're using SpamBlocker version 1; we highly recommend SpamBlocker2 since whitelisting is broken in SpamBlocker version 1. You can get SpamBlocker2
here and install it yourself, or you can buy the SpamBlocker plugin
here and use it to update for you.
If you're going to use SpamBlocker you need to edit it to put in a pointer to a website you set up for it instead of using example.com which of course won't work.
