[BUG] CMD_EDIT_USER_MESSAGE has no charset

When clicking on "Edit User Message", we get a popup.
If the content of the message has been saved in utf-8 using another editor, it will be all garbled.
I checked the source code and found that there was no charset defined.

Thank you. I didn't check the other pop ups, but maybe it would be worth having a quick look at all of them if you happen to know the filenames .
