BUG: E-mail account llimit shown when hovering over "add" button is wrong

When you hover over the button to create a new mailbox, the limit it shows is showing the wrong limit. The e-mail account limit should be globaly across all domains of a user, not per domain.

I think this is a bug.

Recreate:
- Create a user with eg 5 mailboxes
- add 2 domains: domain-a.com and domain-b.com
- add a few mailboxes for domain-a.com
- hover over the button for domain-b.com, it'l show a wrong number of <used>/<total> mailboxes
 
I think this is a bug.
Confirmed that it's a bug indeed, but not only the display on hovering, also the real counting seems incorrect.

So 1 system account of 1 domain is counted, so it displays 1/5.

Then create 1 extra account, which sets the counter to 2/5.
Then go to the other domain, you will be able to create 3 extra accounts there. So that is 4 including the system account.
And the system account and extra account from the first domain is a total of 6, not 5.

If you don't count the system account as email account, then it's only 4 e-mail addresses instead of 5.

Which means, it doesn't matter how many domains you create, only 1 system account will be counted towards the e-mail counter, which doesn't seem right either.

And indeed when hovering over the counter it says 4/5 are in use, but you can't create another one anymore, that will throw the messages that you already reached the limit.

Easy to reproduce.
