Bug in da? resend welcome mail with reset password?

I've noticed recently that when I reset a users password it keeps resetting it to a certain password.

I thought that if it's for the same user, no harm no foul.
After testing this on another user I received an e-mail with the exact same password.

Is there a way to fix this???

I have a problem where when I resend the password, or sometimes (not sure, need to confirm) when setting up accounts, it gives the url

http://blah.com:|PORT|

It says |PORT| without actually putting 2222 :/
