Can directadmin's firewall block all IPs of 1 city?

I want to block all IPs from Ha Noi.
Like not blocking the whole of Vietnam.
I am using directadmin.
Can I use directadmin firewall or directadmin custom build to do that?
If yes please guide me thanks.

At least you could try to get the IP ranges or ASNs from the big internet access providers in this city, and block them.

If there are any. Compare to the Netherlands. I got a Ziggo ip which is known to be in Maastricht. But Ziggo isn't even residing in Maastricht, we only got a couple of hosting company's here. The main company is not even in Amsterdam or Rotterdam but in Utrecht which is smaller.
Same thing could be in Vietnam.

However, it can't do any harm having a look if there are any ASNs present in Ha Noi or not.
