Cannot create new users

I am trying to create either a new reseller or user but I keep getting this error:

Cannot create user using those settings



Details

Creating that many Domains would put you over your limit of
Creating that many Pop Accounts would put you over your limit of
Creating that many Ftp Accounts would put you over your limit of
You cannot create more Users than you are allowed domains.
You currently have 1 Users and a maxium of domains.

I do not have any resellers right now and only one user. The package for the user is unlimited everything. I tried changing the package to specific values and creating a new package but nothing.
