Cannot View Sites Prior to Propagation

Running DA 1.40.1

I have always been able to view a site prior to propagation and the new account email still has: Use Server_IP/~username to access it until the domain resolves.

However that is not working. Same thing on two separate servers. Cannot view any sites using server_IP/~username.
This is the error returned.

You don't have permission to access /~username on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

What am I missing?

Ive also noticed this issue, any help ?

Check your permissions on accounts under /home
When sites have propagated you should probably change back to 710
