can't change permission of Public_html

due to a mail in what I was informed your no longer to use permission 777, I tried changing it.

the permission of folder public_html is set to 777 and I want to change it to 755, but whenever I do that, its has no effect and it stays on 777..

What is going wrong?
 
Unless you're a DirectAdmin server administrator, you'll probably need to contact your hosting company, as only they can help you.

I think he might be talking about the public_html sybolic link that's created in the user's home directory, the one that points to the user's main domain. If that is the case, I believe that symlinks by default get created with 777 permissions.
