CB not updating to latest version

I noticed that the most recent version of Apache is 2.4.53. httpd -v shows 2.4.52. So I tried to do a ./build update, but it did not update Apache. Then I checked versions.txt and it did have the most recent version.

What is the reason CB does not update to the latest version?

My mistake: I previously used custom_versions.txt and forgot to delete it.
