Certificate Transparency Required

Sometimes when I generate a LE certificate (even with a default key, eg. non-EC), the browser gives

NET::ERR_CERTIFICATE_TRANSPARENCY_REQUIRED

when I first visit it (of course, there could've been a cert already)......

If I keep refreshing, the site finally loads fine.

This normal or?
