CGI PERL and security and preventing hacking attempt

Hi.
For security reason in shared hosting I have disabled some PHP functions for preventing scripting Hacking attempt.
Please tell me How I can disable CGI/PERL scripting hacking attempt? how i can disable bad or dangerous cgi/perl modules or functions?

I guess there is no other solutions, but to disable CGI/PERL module in apache.
