Change email IP to the server IP and ensure smtp authentication.

Somehow, my email is being sent from my server from 69.60.125.169 an IP I assigned to a reseller long ago, well, a client of theirs wordpress was hacked and that IP is blacklisted everywhere... MY IP 69.60.125.167 should be where the email is being routed through for me and my shared clients... Where do I change this? Additionally, I want to eliminate phpmail from sending server wide, I added the correct line in php.ini but I was wondering if there is another way to ensure smtp authentication before any email leaves my server?
(BTW...Unless you are going to link me to an article written in the past month, I have read and tried everything I can find via search here and google)

Removing the pophosts file from the relay_hosts list will now require all relays through the server to use smtp-auth, and can no longer rely on popb4smtp. This is much better for tracking, so you don't need to cross reference a dovecot login IP with exim delivery to figure out which auth was used.
