Change IP on License?

We have a couple Lifetime Licenses that we haven't used in a long time. I'd like to start using one of them on a new server, but I'd like to change the IP it's associated with in the DA Licensing portal.

Do I have to submit an email request to have this done, or is there some other way to get this going without DA support intervention?

Reason I ask, I ask they are not available today (Friday. Emailed last night and this morning, no response, online chat is unavailable )
