Charset does not work

Hello guys,

I am sorry to bother you again, but it seems that after I update my apache to 2 from 1.3 the browsers dont seem to understand the charset probably..

Its happening for all sites, not just one..

e.g.:

Windows-1256:

www.mubarmeg.com
www.arabstan.net

i tried to restart the services/ and server but it seems to presist.

I tested it on firefox,ie and opera.. same problem..
