chmod refuses to set +r

Occasionaly this issue has popped up its a weirt one.

Basicaly i refuses to allow me to set read rights

for example 666 changes to 333. / 755 changes to 366

Usualy it can be reset with .set_permissions.sh but I have no clue what has caused it and why
