command line php only works from a certain directory

/usr/local/bin/php /home/admin/domains/<domain>/public_html/beta/scripts/import.php

it only works when i run it from the beta directory or above (ie scripts) - why? surely the command is always saying to run from the root folder?

Surely you get an error if it doesn't work. What is it? We cannot help without that.
