Control Panel in another language

hello everybody,

As of version 1.33 (I am not sure in earlier versions) I see a language option when creating a new package. It says "EN" and nothing else. Where can I find translations or if there are none, where can I find the english files to translate them myself?

I would like the Dutch and Spanish language pack. Now I know where to find them, I can translate them myself if they are not available. But, I'm lazy so if anyone can help me?
