Convert user to reseller

Is there an easy way to convert a user to a reseller?
Can I just change a value in a configuration file or is it more advanced than that?

I'm working on a plugin that will do this for a more semi-friendly interface to the process.
Hopefully I'll have a prototype ready beginning of next month.

I was hoping to get a beta out today, but I'm sorting out a problem with ioncube currently. Once that issue is resolved I'll do some last minute tests, wrap it up and announce it in the 3rd party forums.
