first of all i would like to say that direct admin is an Control panel.
and are there any scripts/plugins that will monitor the cpu usage ram usage and will send me an email when a cretin client abuses these resources.

The current version has a Load Monitor, and will email you when it reaches the load level you specify.

Or you could create a plugin, and either sell it or give it away.
