CPU usage limit per user

Hi,

Recently one of our hosted domains got spammed by bots and it made the whole server slow down (the site was fixed). Is there a way to limit the CPU usage per user so that if in the future this happens again, only that one site would be slow, not the entire server? This is on CentOS 6.4
