Creating domains w IP addresses etc

have just got a new empty server w 4IPs, Centos and Directadmin installed (neither of which have never used haha)

followed instructions on http://www.directadmin.com/newinstall.html , admin.site-helper.com and related links to create test domains.

1) When creating domains as admin->user creates all domains on primary server IP address and there is no way to specify which IP to use for which domain that I can see. Appears that i need to create "reseller" user(s) which can then assign specfic IP addresses to and create domains under those resellers. Is this correct and the only way to specify domain->IP address?

2) Only way to transfer from server to server is wget? (I cant get FXP to work due to port blocking) no hidden ftp client in directadmin?

No, you can use rsync or scp.

(EDIT) Looks like DNS has not yet resolved to new server...my bad :(
