Creating mail accounts

Hi,

I'm currently testing a virual private server and building a website of my village.
I want to add a feature on the website where inhabitants of the village can register for a mail account.
So they fill in a form, and there will be created a mail account, without the use of a control panel, admin, ...
It is like registering for a Gmail of Hotmail account.
Is this possible and if so, how?
