We symlinked the da-popb4smtp file from rc2.d into init.d and started the service, and we can confirm that the pophosts and pophosts_user files both exist in /etc/virtual, but Exim is still rejecting relay from users with IPs in those files.

Did we miss something? We even restarted Exim after starting the popb4smtp service.

Do you connect on 25 port? Or 587? If the second, I guess, you'll always will be prompted to authenticate.

Definitely a "duh" moment. ;)

You are correct. Users connecting on port 25 have no issues. Those using port 587 to circumvent ISP blocking must authenticate.
