As you create your various plan packages, (as a reseller) you can select the default skin to use. It's the option just before you name your package near bottom of page.
If you have users that are using a skin other than what you want, you can go to the reseller section, skin manager, chose which skin you want you users to use and click "Apply to All Users" button. This should change everyones default skin.
