different php.ini for each domain or user ?

hello im trying to set different php.ini configuration file for each domain or user, but i cant figure it out specially im using openlitespeed with lsphp, can you guys guide me how ?

also noob question, memory limit in my php.ini is 128M, does that mean that each user gets maximum 128M of ram ?

memory_limit - limits memory for one PHP process, limits for whole account you can set cloudlinux or in DA cgroups limits.
