DirectAdmin Lock/Permissions - Possible Stats Error ???

Webalizer & stats not working... in addition to FrontPage commands (Create new file, folder... ERROR: Do Not have permission!) After Reboot it will work for a few hours and then go back to not working..!
How can I stop the Stats?

Steps taken to try and fix:

1. rebooted in single user mode.
2. Unmounted /home directory
3. Ran fsck /home
4. then Reboot

still read only
Webalizer & stats still not working
