I do not know the system here, Quarterly License: $ 108 / quarter (works out to $ 39/month) while Monthly License: $ 29 / month is cheaper?

How many months is the quarterback? 3 or 4? if 3 then it will be more expensive in Quarterly License 3x29 = $ 87

And then it says that the quarterly license Costs Approximately 10% lessthan a monthly license.
