Directory Listings Go Off?

ok, i have this problem, i am trying to allow directory listings on a password protected directory, when i add that "options indexes" , it works, but everytime i ad a new user , it makes a new .htaccess and erases that line, so it goes back to saying "404 forbidden.." is there any way i can keep that line there? like so the DirectAdmin wont erase it.

Also.

and i need the directory listings just for one folder.. which is /domains/ericzpage.com/public_html/members/ .. i do not own the server, i am on a dedicated server from the host..please help.
