Disable IMAP for certain users/sites?

I hope this hasnt been answered already, searching for IMAP brings up alot of search results. Is there any way to turn off IMAP for certain users/sites and not server-wide? Some customers just need to use only POP3 with their 15k+ emails and not via IMAP.
