Disable welcome email

Is it possible to disable the welcome email sent to new users?

When you create a user there is a flag to uncheck, if unchecked it doesnt send the welcome email.

well that would figure. It was way too late when I tested this I suppose. I read the check mark as wanting to edit the message that was being sent. Thank you.
