Disk quota and bandwidth periodically stopped

I mean for high load on server (average 8-10 within a day and 20-24 on pic ). Am i correct? Are there exist any way for put disk and B/W counter to work? For example discrete cron work to 2-3 run instead one time per day?

Yes, you can modify the cron when the tally is run.
