domain is forbidden

I had removed the domain from a users account and we need to add it back but when I try to add it back it's not allowing me to it's saying right away that the domain is forbidden no matter what I have tried to do I get the same error any idea why?

Maybe you needed to wait a bit for it all to be deleted. If you do it now does it say forbidden?

It could be on the forbidden list
