Domain to IP adress

How can i assign my domain to point to my root web folder (when you enter IP adress)?

Give the user (owner of the domain) his own IP-address. Dedicated, not shared.

It is possible Neverio meant using the ip address along with his username such as http://xxx.xxx.xxx.xxx/~username.

To do this you have to make the domain the default domain for your username.
