Why messing with exim files when you can easily set this up from within directadmin?

You can do it like you said:

In that case [email protected] can see the same forwarded mail which is forwarded to [email protected] if that is what is intended.
You can not see other mail to [email protected] if that mail is send directly to [email protected]. In that case you need Toml's solution.

If you are using this for a ticket system, why don't you have a look at Osticket? You can make departments there and also forward and notify to anyone you want.
