Email usage incorrectly showing "retry"

I've had a couple of users find the email usage lately and complain about all the retrys in the logs.

I did some digging and it appears that any message that is sent to multiple recipients will show the additional delivery's as retry. I updated to exim.pl version 13 last night, but was seeing the issue on older versions as well.

Hello Kevin,

You should use at least version 11 to prevent retries from being counted multiple times, so if you had a lower version before upgrading, then that's OK, that you see re-tries counted.

I'm running version 13.

The issue isn't retries being counted. The problem is that email that are sent to multiple addresses are shown as retries when they are not. It is a completely different problem.
