error creating new account

We recently moved our DA server to new NOC.
Server got new ip adress.

After this, we refreshed the DA license and everything seemed fine.

But: when creating a new user through the control panel,
I get the following error:

Error creating user: useradd: unable to lock password file
Cannot find a home directory after the system user creation for test24
The home directory for test24 was not created.


what could be causing this?

When DA issues the useradd command, this will lock the passwd file.

Check if you can add users through console
