Error with system Quotas

when i create a new user, i get this error, but the account is created !
eror with centos 5 & i try with debian 5, but same error.

how can i fix this error please ?

You are probably on a vps and the host has not set up quotas on the host machine.

but i get always error, how can i activate qutoas system please ?
