Blocking in CSF, but still appears in the log.

You don't need to mask abusing ip's. If abuses don't want their ip visible, they should not abuse systems.
Did you block with csf -d 191.193.x.69?

I uninstalled cpguard!
 
Adding 187.2.9.189 to csf.deny and iptables DROP...
csf: IPSET adding [187.2.9.189] to set [chain_DENY]
