Exim discarding mails, strange behaviour

I have two accounts (a.com and b.com) on my server.
a.com domain is using their own external DNS server, so only the A record is pointed to my server. Their mail is also hosted in outlook, so their MX records on their DNS are set properly and not set to my server. In DA, their account has unchecked "Use this server to handle my e-mails. If not, change the MX records and uncheck this option." and their domain is not listed in the /etc/virtual/domains file.

As they are handling their mails outside, I have limited their daily mail limit to 1

Now the problem is, user from @a.com is sending mail (through outlook) to a user at @b.com, but the mails are being quietly discarded (blackhole) by my server, saying that the user (a.com) has reached daily sending limit. The mails are being considered as coming from their account on my server instead of considering it as coming from outside (from outlook).

How can I fix this?
 
I presume in DA also the MX options for outlook DNS are used on the MX page of Directadmin?
So the local domain DNS does contain the outlook 365 DNS settings?
