[root@240sx admin]# exim -bpc

[root@240sx admin]# service exim status
exim (pid 20746) is running...

DNS and exim records are fine for the domain sending.

Any ideas?

One hint is that Queued mail for delivery. The recipient server is telling you it's not delivering email right away. Maybe because it's busy, maybe because it doesn't like something about your email or server.

Does email sent everywhere else get there? If so, then for some reason site postmasters at these recipients don't like your server. We'd need more information about your DNS, rDNS, DKIM, etc., to begin to help further.

I checked and my SPF record and rDNS is setup fine.

Not sure why it would delay it. Gmail delayed it to, but it finally arrived there. Outlook still nothing.

Once exim hands it off to the remote SMTP server, it is really out of exim's hands. Typically with Microsoft's email servers, they wouldn't even accept the email if there was an issue with DNS or RBL or other blacklist. If they accept it, like they have, then you really need to ask them where the email went, only they can tell you at that point.
