[feature] different admin levels

It would be nice if the admin users have different types of permissions.

For example:
- one user that deals with level one support and cannot create new accounts or delete accounts
- a billing person who can create, delete and suspend a customer, yet cannot log in as that user

I know this would make DA more complicated but would allow it to be more roles based.

also it would be nice that all admins can create under the same reseller user so they all have access to the same packages.
