Currently only admins can designate domains as aliases of other domains. Since many companies register .com as well as .net, .nl, .to etcetera but don't want to differentiate between those domains, they (and/or their reseller) should be able to asign a domain as an alias to another domain.
Giving access to custom httpd config to users could be asking for trouble, so it could be an option when adding an additional domain. "Is the domain you're adding: 1. a seperate domain with its own mailboxes and website or 2. an alias to an existing domain"
