I want to ask DA team to implement text encoding selection at least in two places:
1) In mail message template(s).
2) In text file editor in file manager.
While second may be hard to implement, first one may be quite easy. Can you add drop-down select list with commonly used (or system-wide available) encodings, and append corresponding header in e-mail message? Message subject also can be written in selected encoding, so subject in e-mail message must be encoded too. I think, you know that format, like:
=?UTF-8?B?0JDQutGC0LjQstCw0YbQuNGPIFZEUywg0LfQsNC60LDQtyAjMTkxMTY=?=
for UTF-8 encoding. Exact text is base64-encoded. All mail agents I know understands that format...
