file creation time is wrong

Hi,

I have a VPS with CentOs and DA.
The command `date` give me the right time. If i do "touch foo", the file foo will have the right time. Right answer also creating a folder from ftp.

But if I create a file from DA panel, it has a time two hours in the past.

Why? Can you help me?
