FILE-MANAGER bug

My guess is that the file is chowned to apache, and not chmod high enough for your DA user to read it, thus DA errors out since it can't read the file.

Try the "Reset permissions" button next to the file.

No, DA does not "run" php scripts via the filemanager. It's just a text file to DA. There are no script handlers in the filemanager.

DA is having trouble reading the file for some reason.

There have not been other reports of this, and I have not been able to duplicate it, so it's likely something specific to that user, or to your system.
